Meet Phil

Terry and I are blessed beyond measure with our growing family.  We are the proud parents of six children, eleven granddaughters, and seven grandsons.  I’m fighting for the future of our family – and yours.

Meet Phil

As a lifelong conservative leader previously serving as State Representative for Parker and Wise Counties, Senator Phil King was elected in November 2022 to represent the citizens of Senate District 10 in the Texas Legislature. A sprawling district with a mixture of urban, suburban, and rural interests across eight counties, SD 10 is composed of Brown, Callahan, Johnson, Palo Pinto, Shackelford, Stephens, and portions of Parker and Tarrant Counties.

Phil was a police officer in Fort Worth for 15 years and continues to serve in the Texas State Guard. He is an attorney and businessman.

Throughout his legislative service, Senator King has earned a reputation as a principle-driven conservative who consistently provides key leadership in passing some of Texas’ most sweeping public policy legislation. Senator King serves as Chairman of the Economic Development Committee and as Vice Chairman of the Business & Commerce Committee. Additionally, he advocates for conservative priorities as a member of the following Senate committees: Criminal Justice, Education K-16, and Transportation. Most recently, Senator King was tapped by Lieutenant Governor Dan Patrick to chair the Senate Special Committee on Congressional Redistricting.

As of January 2025, Phil and Terry have been married for 46 years and have been blessed with six children and eighteen grandchildren. They reside in Weatherford.

Since his election to the Texas Senate, Senator King been a leader in passing a broad conservative agenda which strengthens border security, protects taxpayers, supports law enforcement and community safety, and prepares our state for future growth. He has long championed the sanctity of life, religious liberty, second amendment freedoms, and a strong Texas relationship with Israel.

Phil serves on the National Board of Directors for the American Legislative Exchange Council and was the 2015 National Chair. He is also the immediate past Chairman of the Board of Directors of the Texas Conservative Coalition Research Institute.

King resides in Weatherford where he and his family have been active members of Trinity Bible Church since 1984. Phil and his wife Terry are the proud parents of six children and are blessed with eleven granddaughters and seven grandsons. Phil earned his B.A. and M.B.A. from Dallas Baptist University and a law degree from Texas A&M University School of Law (formerly known as Texas Wesleyan University School of Law).

2025 Legislative Accomplishments

  • Passing a fiscally responsible budget which included $8.5 billion in new public education funding, the largest increase in Texas history, and $51 billion in tax relief for Texans. 
  • Created the Texas Regulatory Efficiency Office to eliminate unnecessary regulations and keep the government lean and accountable.
  • To lower property taxes, increased the homestead property tax exemption to $140,000, and to $200,000 for seniors and people with disabilities.
  • Launched the largest school choice program in United States history.
  • Protected the freedom to pray in schools and restored the posting of the Ten Commandments in every public school classroom.
  • Stopped the sexualization of Texas children by ensuring sexually explicit books aren’t in school libraries, outlawing digital child sexual abuse material, and ensuring public school employees will be held accountable for sexual misconduct with students.
  • Established the Parental Bill of Rights to give parents more control over their child’s public-school education, and the Teacher Bill of Right to give Texas public school teachers the support they need. 
  • Increased election security and oversight, expanded election audits , increased penalties for election fraud, and with the passage of Prop. 16,  amended the Texas Constitution to clarify that only United States Citizens can vote in Texas elections.
  • Stopped Taxpayer-funded abortion travel.
  • Prohibited the purchase of any real property in Texas by hostile foreign nations, their citizens or their entities.
  • Increased Texas’ electric grid reliability by improving ERCOT transparency, requiring large electricity users to support grid reliability and protecting residential consumers from outages.
  • Made historic investments in water and wastewater infrastructure, as well as allocated over $150 billion toward TxDOT to continue expanding roads and necessary infrastructure to transport Texans. 
  • Reformed bail laws to keep violent and repeat criminals off our streets.
  • Established a Homeland Security Division within the Texas Department of Public Safety to oversee border security, emergency preparedness, and to protect critical infrastructure. 
  • Reinforced Texas’ immigration laws by requiring local law enforcement to assist the federal government’s deportation efforts.
  • Funded the nation’s largest program for dementia and Alzheimer’s prevention and cure.
  • Kept Texas open for business by updating corporate laws to encourage businesses to incorporate in Texas and cut taxes for small businesses by raising the exemptions for business personal property from $2,500 to $125,00. 
  • Passed an updated Congressional district map to more accurately represent the values of Texas voters.

2023 Legislative Accomplishments

  • A fiscally responsible budget which includes a record $5.1 billion for border security
  • Passing the largest property tax cut in Texas history which raised the homestead exemption from $40,000 to $100,000 ($110,000 for those above age 65)
  • Lowering taxes on small business:  With passage of Prop. 4, 67,000 Texas businesses no longer pay a franchise tax and save time and money by no longer being required to submit a No-Tax Due franchise tax return
  • Creating an interstate compact for border security, including building a border wall and sharing state intelligence and resources among various states
  • Establishing the Texas Water Fund to finance water projects across Texas and prepare for growth
  • Major reforms to strengthen and improve our electric grid
  • Promoting election integrity by increasing the penalty for illegal voting
  • Passing a well-deserved cost of living increase for our retired teachers
  • Protecting kids by prohibiting sexually oriented performances in the presence of a child and banning dangerous gender modification procedures
  • Ensuring schools are safe by implementing new school safety standards and providing over $1.4 billion for school safety grants
  • Ensuring fairness and safety for women in sports by requiring collegiate athletes to compete based on their biological sex
  • Reining in rampant liberal indoctrination at our public institutions of higher education by eliminating DEI/CRT programs and reforming tenure
  • Establishing a $1.5 billion fund to increase broadband access in rural areas of Texas
  • Providing the ability to recall rogue prosecutors who are not following the law
  • Establishing the nation’s first terrorist registry system so we can track corrupt and dangerous foreign nationals and others intent on harming Texas
